The products involved are manufactured purely for the purpose of research, experiment, study or development under the conditions stated in the directive (for supplies only): No

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive: No

Additional deliveries by the original supplier ordered under the strict conditions stated in the directive: No

3. Explanation
The Contract was awarded following a negotiated procedure without prior publication, in accordance with Regulation 32(2)(b)(ii) of the Public Contract Regulations.

There is only one manufacturer that can provide an instrument appropriate for the required application, facilitating the analysis of extremely small samples at the highest precision. Alternative systems are not quoted to reach the desired level of analytical precision on δ18O and δ13C.

The consequence of an alternative system will be a significant degradation in the output of our environmental change program, a loss of confidence within the community as project analysis time increases with down time, and students being left without full datasets to complete their funding deadlines.
