This notice is in relation to a draft outline requirement written by the Science and Technology Facilities Council (STFC, who are part of UKRI) of a proposed Direct Field Acoustic Noise (DFAN) facility to be used to test satellites and large sub-assemblies in the National Satellite Test Facility (NSTF). The purpose is to prompt market and technical information relating to the purchase and rental of the equipment needed to carry out acoustic tests in the NSTF.

It is important to note that this notice is NOT a call for competition but for UKRI to engage with the market to assist in the understanding of such a requirement.

Parties who are interested in the requirement may request a copy of the 'draft requirement document' by emailing the procurement team at STFCprocurement@ukri.org and ensure you state the reference "UKRI-1431 Direct Field Acoustic Noise Facility PIN". We shall facilitate requests for the document up to 29 July 2022.

The aim of this Prior Information Notice and the draft requirement document is to assist UKRI with the following;

1.Rough order of magnitude prices for the rental of a DFAN facility (including delivery and operation) to complete the campaigns described in the draft requirement document.
2.Rough order of magnitude price for purchase of a medium scale test system including approximate lead times.
3.Comments for metrics to assess diffusivity
4.Any comments which might improve a final specification or the assessment of systems to a final specification

In addition, it would be useful if the following issue could be addressed;

1.Comments for rental of additional hardware to extend the medium system to the large size
2.Comment for purchase rental/hybrid and transition from rental to purchase
3.A summary of the architecture (hardware, software and operational process) of any potential DFAN system

The timescales UKRI are currently working toward are;
Rental of a first medium sized system is expected no earlier than Aug 23
Rental of a second medium sized system is expected no earlier than April 24
Rental of a large sized system is expected no earlier than April 24
Purchase – Budget is expected for FY23-24 (note potential overlap with rental)
