3. Explanation
The supply is part of the HV supply network within the RAL site. The local supply authority (DNO) SSE (Scottish and Southern Electric - SSE) are unique as they have the engineering and contracting capability to deliver this extension to the HV network which is unrestricted and owned by them, therefore any other supplier would require / subcontract SSE to do the work itself.
Further competition would not be possible as all network project work would be instructed to SSE as a Principle Contractor/Principle Designer under CDM regulations 2015.
The timetable to deliver this project is critical to STFC as this available power is on the open market to others, and its purchase secures power to several critical new projects. SSE have the availability to deliver this work to achieve this delivery date.
