3. Explanation
This contract is for an upgrade to an existing electron microscope and the equipment manufacturer is the only provider authorised to and technically capable of meeting our requirements and therefore an award of a contract without prior publication of a call for competition is justified under regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons.
