3. Explanation
A core set of capabilities of HilUX platform known as multidimensional spectroscopy will operate at a rate of 40000 unique measurements per second. To achieve this, HiLUX will make use of optical devices called pulse-shapers. This HiLUX platform will require pulse shapers with a similar track record and one that is identical to the platform in order to reduce the complexity and cost of operating the platform. The institute needs specifically the Phasetech pulse shapers. Phasetech is the only provider of equipment capable of meeting these requirements and considers that award of a contract without prior publication of a call for competition is justified under regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons.
