3. Explanation
On the grounds of disproportionate technical complexity should another supplier be selected. In summary, our overall customer on this project, is procuring identical design of couplers from CPI already, and in doing so has already made or funded suitable qualification tests and tooling. Should another supplier be selected by STFC, it is estimated that much of this development and qualification work would have to be repeated by STFC, equivalent to +10% of the estimated contract value and at an extra 12+ months (extra 100%) on the delivery schedule for first batches of parts.
