3. Explanation
Certus developed a bespoke EDA system for NC3Rs and both organisations share intellectual property rights on the software. The EDA system is a continuous iterative development system. The use of alternative providers will create a severe disproportionate technical compatibility problem and severe disruption to the system development. In addition, the investment to onboard an alternative supplier will be significantly more than the continuous development of the existing system.
