      The Science and Technology Facilities Council (STFC, part of UK Research and Innovation) is a world-leading science organisation which works with a wide range of parties (universities, private sector and international research partners) to deliver a high standard of research. STFC are seeking to appoint a company to run the Occupational Health service for its sites in:
•Rutherford Appleton Laboratory (RAL) site, near Didcot;
•Daresbury Laboratory (DL) site, near Warrington;
•Royal Observatory Edinburgh (ROE), in Edinburgh city;
•Swindon offices (office estate only); and
•Chilbolton Observatory, in Hampshire.

      The appointed company would be expected to deliver the following:

a)Health surveillance programme
b)Management referral programme
c)Provision of wellbeing services
d)Management of first aid provision on site

As part of the contract, one full-time member of staff is required to be based at the RAL site. This role will act as an administrator and co-ordinator for all aspects of the service at all STFC sites. There is an existing member of staff in this role, therefore TUPE rules will apply.
Occupational Health Department offices/clinics are present in the RAL and DL sites with all necessary equipment provided. It is expected that the contracted supplier will provide both the service and equipment required at other sites, e.g. through use of a mobile service.

VI.3) Additional Information:       
   The appointed company would be expected to deliver the following:

a)Health surveillance programme
STFC sites contain a wide range of hazards including ionising radiation from experimental beam lines; mechanical workshops with lathes and CNC machines; shift and night-time workers; large experimental halls with overhead cranes, work at height and Fork Lift Trucks in operation. A programme of regular health surveillance will require to be provided.

b)Management referral programme
HR manage management referrals within STFC and it is critical that a referral service is provided whereby staff are seen by a relevant medical professional in a timely manner.

c)Provision of wellbeing services
There are a wide variety of people on STFC sites, e.g. ethnicity and age. There are also a variety of working patterns with staff either full-time onsite, hybrid working or based at home. It is important to provide a varied service which will assist in the development of healthy lifestyles.

d)Management of first aid provision on site
This is an administrative function where first aid training is organised and first aid boxes/defibrillators are checked regularly by the onsite contracted member of staff (see section on ‘contracted staff’ below.

e)Management information
STFC has quarterly Safety, Health and Environment (SHE) committees. Input will be required to each of these committees on the delivery and quality of the services provided. This is currently provided by the onsite administrator.

STFC will be hosting a Supplier Event in relation to this requirement on Thursday 7th April 2022 to present the aims of the project and the procurement process. It will also give suppliers a chance to ask any questions. The event will take place via Zoom at 10:30am and will last a maximum of 1 hour and 30 minutes.
